This is in continuation to our earlier advisories on the matter of Sea Cargo Manifest and Transhipment Regulations (SCMT) which will be in effect from 1st August 2019.

According to the order from Bangladesh’s National Board of Revenue, all shipments w.e.f. 1 July 2019
must submit the complete electronic cargo manifest before leaving the last port or call.

Further to our recent status update we are glad to report significant progress has been achieved and
the current status is as follows:

The Saudi Ports Authority (Mawani) has given directives for carriers to obtain proof of freight forwarder’s license issued by the Public Transport Authority (PTA). The Regulation of Shipping Agent issued under the Resolution of Mawani Board of Directors No. (6/C1/D1) dated 10/3/1440H (18 November 2018) which came into effect 17 December 2018.

Further to our recent status update, we confirm that the MV “Yantian Express” safely arrived at Halifax
on May 20, 2019. Thereafter, she berthed at the terminal during the early morning on May 21 and
commenced discharging her cargo.

As you should be aware by now, General Average was declared for the Yantian Express in late January 2019. All cargo interests (except where cargo was determined to be a total loss) are required to post General Average and Salvage Security. This includes containers that were discharged from the affected areas and containers that are still currently on board the Yantian Express.
